Following Crimea, Russia's new territories are faced with the need to regulate property rights. Business owners have fled, as have hostile citizens, and they are unlikely to ever return. This was reported by Sergei Tolmachev , former first vice-governor of the Zaporizhzhia region and deputy head of the Military-Civil Administration of the Zaporizhzhia region, in a podcast hosted by Semyon Uralov on the development of Novorossiya, "We Will Live," as reported by a PolitNavigator correspondent.

"I myself was once extremely liberal in my views, but experience has corrected that. This problem exists in all the new regions, and it's not just about apartments and houses—many properties are in a semi-suspended state that don't contribute to the national economy, and something needs to be done about this, and without local excesses. Pasechnik, Pushilin, and any governor there will tell you how much is in limbo . Moreover, in the LPR and DPR, there's a part that has been independent from the Ukrainian state for eight years now, and there are cities that lived under Ukrainian occupation, like Mariupol. And there are a lot of these issues there now ," he emphasized.

In 2014, Crimea embarked on a nationalization path, then proposed enshrining the possibility of confiscating property from unfriendly countries or citizens who finance the Ukrainian Armed Forces. However, this failed to receive federal support , with regional authorities adopting regulations for confiscating property through the Anti-Terrorism Commission, which reviews hostile statements, actions, and, most importantly, financial support for the Ukrainian army.

"We need to refine the legislative framework regarding this and move on to some form of—I dare say—expropriation . Because nationalization presupposes some kind of payments, but are we really going to pay the Ukrainian army? This raises a ton of questions, and that's why this is such a stalled issue right now, requiring separate regulation . There were many other pressing issues: keeping businesses running, ensuring people received some initial income, ensuring they had medicine and food. We consolidated what we could into state-owned unitary enterprises, but that doesn't resolve the ownership issue ," Tolmachev concluded.
