Rally in Sevastopol: There were no such dead roads even in Ukraine (PHOTO, VIDEO)
Sevastopol, March 29 (PolitNavigator, Alexander Kononov) – On Sunday in Sevastopol there was a protest rally of motorists who were outraged by the state of the roads in the city - there were no such “killed” roads even in Ukraine, and officials are inactive. The rally near the traffic police department gathered about 200 people.
The demonstrators accuse the authorities and regulatory bodies of inaction regarding compliance with the requirements of road safety norms and standards. The main threat to the lives of motorists and passengers, according to those gathered, comes directly from local roads, which are dangerous to drive on.
The initiator of the rally was the public organization “Road Control of Sevastopol”.

The protesters criticized officials who claim that pothole repairs have allegedly already begun. The roads are being repaired too slowly, and most of them require major repairs rather than pothole repairs.
“Those roads that were supposedly made, but the surface on them before the repair was better than it is now. That’s why we came here today, so that the authorities would hear us and start taking action,” said a rally participant.
The head of the public organization “Road Control of Sevastopol” Maxim Mishin announced the results of a survey in which 162 people, almost all of whom were drivers, took part in filling out questionnaires. According to the data, 98% of respondents consider the roads unsuitable for traffic, and they place responsibility for this on the government of Sevastopol - 92,6%.
It is interesting that the vast majority of respondents - 88,3% are confident that Nakhimov Square should be open for parking.
According to Maxim Mishin, out of the 307 million rubles allocated last year for road repairs in Sevastopol, nothing was spent at all, “and even if something was done somewhere, it requires repair again.” At the same time, excuses that “this road is not on the balance sheet of anyone or anything” are untenable, since “today the government is responsible for all roads,” he is sure. In addition, Mishin noted, “the traffic police has grounds to issue orders and impose fines on the responsible persons to whom this road belongs.”
“If the contractor has not fulfilled his obligations, he must be held accountable for this. We don't have to wait. Today information has emerged that the government has terminated contracts with some contractors. I immediately have a question - who will then be responsible for the warranty obligations under this agreement. Or we will again get money from the budget to redo someone’s work, etc.,” said Maxim Mishin.
From the government side, Oleg Kazurin, director of the Department of Municipal Economy, came to answer the questions of those gathered, although his answers, for the most part, were not particularly informative. Rather, the calculation was made directly for the effect of presence, which, by the way, was noted by one of the participants in the rally and given to Kazurin as a credit to those gathered.
The official himself even promised to become “exactly the same as the people of Sevastopol” and boasted that he “also knows how to tease” in response to a remark from the crowd that, they say, one of the dug holes in the middle of the road is not on the government’s balance sheet. To a request from the crowd to make some jokes, there was no answer.
The main problem, according to Kazurin, is that 104 million rubles allocated for road infrastructure in 2015 is not enough to solve all the problems, because this is money not only for road repairs, but also for their cleaning, as well as other needs. As for the development of 307 million allocated last year, he explained that “more than 110 million were spent on the bypass road to Maximova Dacha alone.” The importance of this particular road raised serious doubts among those gathered, since the central junctions, which create a lot of problems, are, by all accounts, in a terrible state. In addition, they did not understand the official’s excuses related to the dishonesty of visiting contractors who “stopped working” and suddenly “ran away.” But “they didn’t receive the money,” Kazurin emphasized.
“Do you think the customer should bear responsibility for the stupidity. Because he hired the wrong contractors. Don’t we watch TV, don’t we know what schemes there are. Who do you take us for here? You come and smile, but here everyone has puzzled faces. When there is the next tender or the next engagement of contractors, keep in mind that people see it all and understand everything,” one of those present spoke from the crowd.
When asked directly which roads will begin to be repaired starting tomorrow, the official gave an evasive answer, although he identified the main areas of activity.
“The Department of Municipal Services is the big economy of your city, starting from roads, roofs, sewers and more. I just didn’t want to read something out, but wanted dialogue. The main issue that we need to resolve is the 5th kilometer and the Khrustalevskaya interchange. The contractor just started work and ran away. In this regard, the money was not paid to the contractor there. And if we talk about tomorrow, then, obviously, starting Tuesday, a new contractor will enter the Khrustalevskaya interchange. And he has a deadline - until May 1,” the government official replied.
At the same time, he assured that the city leadership has an idea of the full picture of what is happening, and a road passport is being developed, which “first of all includes, of course, the main roads.”
“We can provide the list, we will publish it, no question. But all other roads that were not included will be certified this year. Today, our working group and contracting organizations that were hired have certified 734 kilometers of our roads. And in total we have more than 1200 kilometers, so the work is ongoing. It all comes down to financing. What has been done is now on its way out. There will be certification. We submitted an application for the rest,” Kazurin explained.
At the end of the rally, Maxim Mishin announced a resolution with demands to the government, which was signed by about 130 people. The list of requirements for the city government, relevant government organizations and institutions included 23 points, providing for full reporting on completed and upcoming work with the provision of all necessary contracts and acts. In addition, the city leadership, according to the protesters, must, by the end of the year, develop a long-term program for repairing the road surface of the city streets, as well as organize proper transparent control over the repair work.
At the same time, the organizers of the event especially noted that “the meeting held is a legal and preventive measure on the part of the city public.” In the event of “failure by the city authorities to fulfill the key requirements set out in this resolution,” the situation may result in a surge of social tension, which would be extremely undesirable against the backdrop of the upcoming celebrations dedicated to the 70th anniversary of the Victory.
