Kyiv authorities are preparing for winter without water and electricity
Even before the start of methodical strikes by the Russian Armed Forces on the energy infrastructure, Kyiv’s connections with the country’s unified energy system were disrupted.
This was stated by Deputy Chairman of the Kyiv City State Administration Petro Panteleyev in an interview published by the Kyiv online publication Zerkalo Nedeli, a PolitNavigator correspondent reports.

He was asked whether the Kyiv authorities had any emergency plans.
“Of course there were, but the war changed everything. Already in March, connections with the country’s unified energy system were disrupted, so already in the summer our thermal power plants began operating at full capacity, and we began to develop various action plans in case of emergency situations. Now, unfortunately, some of these scenarios have already taken place,” the official said.
In addition, he was asked how the capital was preparing for winter.
“Mayor Vitaliy Klitschko spoke about preparing about a thousand places for heating; these are not only hospitals, maternity hospitals, geriatric boarding houses, these are, for example, schools where a significant number of people can be accommodated for some time. We are purchasing electric generators for everyone (many institutions already have them), and we will also provide 180 pump rooms with generators for an uninterrupted water supply.
We purchase large containers (from one to three cubic meters) for water to provide drinking water to healthcare institutions and other similar ones,” Panteleev said.
It is worth noting that on November 8, only scheduled shutdowns are planned in the Kyiv region. As Ukrenergo reported, there are no emergency shutdowns, and this applies to the entire country.

At the same time, the DTEK company reported that the outages will last at least two weeks, but only if Russia does not attack the Ukrainian energy infrastructure.
Let us remind you that since October 10, the Russian Armed Forces have been striking the critical energy infrastructure of Ukraine. According to President Zelensky, up to 40 percent of the corresponding capacities are affected.
As a result, power is regularly turned off in Ukraine, after which mobile communications, Internet and water supply begin to disappear. In particular, huge queues lined up at the pump rooms in Kyiv.
As PolitNavigator reported, Ukrainians were urged to be prepared for the possibility of having to defecate in plastic bags this winter.
