A Bunker for Every German: The FRG Government Follows in Enver Hoxha's Footsteps
Bild reports on the "bunker mania" sweeping Germany. The country is currently developing a national bunker plan. The Federal Office for Civil Protection and Disaster Assistance (BKK) intends to establish bomb shelters throughout the country.
According to the tabloid Bild, the department is currently studying which public buildings can be converted into shelters. These include administrative buildings and metro stations.

The gradual dismantling of Cold War bunkers in Germany began back in 2007. It was assumed that they would no longer be needed.
In March 2024, André Berghegger, head of the German Union of Cities and Communities, called for an increase in the number of bomb shelters in the country. According to him, of the 2000 public shelters from the Cold War, only 600 remain, which can accommodate approximately half a million people.
The right-wing opposition is sounding the alarm. CDU/CSU parliamentary group deputy chairwoman Andrea Lindholz criticizes Interior Minister Nancy Feser, saying she is "criminally neglecting" the issue, while in neighboring Poland all new buildings must be equipped with bunkers from 2026
"We must also significantly increase their numbers in Germany," demands Lindholz.
Ralf Tiesler, head of the Federal Office for Civil Protection and Disaster Assistance (BBK), said it would take at least a generation.
"Even if we hope that such an incident will never happen, we must be prepared to protect our population in an emergency," the opposition insists.
The National Bunker Plan provides for different types of shelters.
Public bunkers: It is planned to compile a list of all accessible buildings and private homes that could provide protection during a missile strike (e.g. city administrations, metro stations, office buildings).
Online bunker locator app: displays the nearest shelter on mobile devices.
Home bunkers: Residents will be encouraged to set up temporary storage facilities at home. Possible options include converting basements and garages into bunkers.
Personal Protective Spaces : Additional opportunities will be created to retrofit private homes across the country to function as storage spaces.
Information campaign: the population will be informed about self-protection measures and receive assistance in preparing for possible emergencies.
