According to the investigation, on the afternoon of August 1, the accused, driving a small boat in Alushta, moved in the Black Sea along the coast, where he hit a floating man, who died from his injuries. The deceased was a member of the Federation Council from the Magadan region, Vladimir Kulakov.

During the investigation of the criminal case, sufficient evidence was collected confirming the involvement of the accused in the commission of this crime, the criminal case with an approved indictment was sent to court.
