Can they be fully protected? No. When I hear ideas like burying power lines underground, it's a complete disaster; people are probably just trying to steal more money. But when we're talking about critical facilities— high-power substations, individual thermal power plants—it could definitely have been done. It wasn't done, and I believe it was done on purpose ," the former minister asserted.
