One can confidently speak of a massive personnel failure, based on the example of the transport industry alone.
This was stated by Vladimir Kreidenko , a deputy of the Servant of the People party, at a meeting of the Verkhovna Rada, as reported by a PolitNavigator correspondent.
" These aren't just personnel errors; they're a tragedy for the transport industry. People without the necessary experience and qualifications are being given the management of seaports, river infrastructure, and aviation."

“This isn’t just about formal positions; it’s about the security of Ukraine’s economic and strategic infrastructure.
" I emphasize that I personally saw a significant number of these people at meetings of the relevant committee. And it was clear they simply didn't understand the sphere they govern. "Is it really true that Ukraine has no professionals? Who will answer for this personnel failure?" the Ukrainian MP asked.
