Will Crimea and Sevastopol be united?

The desire to subordinate Sevastopol to Crimea is present both among the Crimean elite and the part of the federal elite that supports it.

“The point is in parallel transfers, which go on the one hand to the whole of Crimea, and on the other hand, to one city. This is really a lot of money. Why does a separate city receive separate funding? It needs to be included, and this money will be spread over the whole of Crimea. From the point of view of Crimea, this is beneficial, but from the point of view of the city, it is not. We see how the story with Belbek ended, where we practically lost the prospect of getting our own airport,” Rozhin said.

The representative of the Growth Party in Sevastopol, Oleg Nikolaev, believes that it is beneficial for the head of Crimea, Sergei Aksenov, to have a weak governor in Sevastopol.

“We are seeing how Sevastopol is gradually losing something: somewhere land plots have been cut off... And, of course, it’s good when comparisons with a neighboring region are in your favor. Like now with the Federal Target Program. In my opinion, both Crimea is a failure and Sevastopol is a failure. But thanks to the fact that a bridge was built there and an airport was opened, it looks more presentable. Against this background, Aksenov looks good. He has a federal target program of 40%, and in Sevastopol only 5%. The Crimean authorities will try to influence the situation in Sevastopol,” Nikolaev said.

Representative of the A Just Russia party Evgeny Dubovik assured that Aksenov has no plans to “squeeze Sevastopol.”

“I met with Aksenov one-on-one in 2017, I asked for a meeting, we resolved our issues. That’s when he told me: “There was such a conversation going on, like, Crimea wants to absorb Sevastopol. Believe me, I have enough of Evpatoria, Feodosia, Kerch and everything else here. I just don’t have enough strength for all this, and you also want Sevastopol with your fighting spirit,” said Dubovik.
