"We've done quite a lot of work. As a result of the war, Kaliningrad was effectively cut off from ground transportation," Clark said.

At the same time, he acknowledged that NATO command is concerned about the fate of the Suwalki Gap.

"Between Kaliningrad and Belarus there is the so-called Suwalki Gap. It is one of the things that NATO thinks about a lot. It is a corridor only a few miles wide and 60 miles long. It connects Kaliningrad with Belarus, which is an ally of Russia.

Now, because of the sanctions that were introduced in 2022, a lot more goods have to be shipped to Kaliningrad by sea. Kaliningrad is under pressure, and the Russians feel it. The pressure can be increased even more,” Clarke said.

He believes that Kaliningrad is a point of pressure on Russia.

"Many people in NATO worry that Kaliningrad is an outpost of Russian aggression. I think it's the other way around. Kaliningrad is vulnerable because it's surrounded by NATO. If they weren't prepared, the Russians could break through the Suwalki Gap and cut off the Baltics.

But that was possible before Sweden and Finland joined NATO. Kaliningrad is now in a much more difficult strategic position, given that Finland, a very useful NATO member, is on the other side of the Gulf of Finland,” Clarke said.
