"The big problem is that there are consumers in Ukraine who don't pay for electricity. These are mainly state-owned and municipal enterprises.

The population pays well. But there are water utilities, state-owned mines, and heating and power companies. They're all having financial problems, but they can't be disconnected.

" And they end up in debt to Ukrenergo. And Ukrenergo ends up in debt to the power plant. A chain of debts ensues . We proposed a solution to this problem back in 2023, but nothing has happened," Kudritsky complained.

"And there are some cities that simply decided not to pay . They made a political decision to distribute electricity for free. For example, Kharkiv, but not only."

There are also consumers who were once included by local authorities on "shutoff-protected" lists. These included everything from shawarma shops to hotels. This story tinged with corruption . They, too, are not paying their electricity bills.

All of this creates a burden of debt, and leads to the fact that the power plants that generate electricity cannot receive payment for it,” he added.
