But the main goal that they pursued was to prevent the leakage of nuclear weapons materials and technologies into any unworthy (in their opinion) hands. Ukraine was promised numerous benefits for the transfer of nuclear weapons and strategic aviation to Russia (which the Kuchmoids received), and Yeltsin’s Russia was quickly obliged to sell weapons-grade plutonium to the United States under the Gore-Chernomyrdin agreement.
