The conflict in Ukraine has shown that the United States is not ready for war with China.

"We have serious problems in the defense industry. Particularly around scalability. Can we scale up production? Are there ways that in the midst of a conflict with an adversary like China, we can scale up our manufacturing capacity and our innovation capacity to withstand that conflict?
"One of the lessons we learned from the war in Ukraine is that we don't have that capability now. And that has caused alarm throughout the industry, throughout the industrial structure, and throughout the world, because many allies depend on us as a center for defense industry and technology. It's the arsenal of democracy," Herman said.
He said the situation had changed over the past two years, with many companies expressing their willingness to "arm America."
