The Parliament of Tatarstan (State Council) opposed the renaming of the position of the head of the republic, as provided for by the draft federal law “On the general principles of organizing public power in the constituent entities of the Russian Federation” submitted to the State Duma.

Thus, Tatarstan remained the only subject of the Russian Federation whose head is called “president”.

“We have no reason or desire to start disputes with Tatarstan. They have a very professional State Council, and, of course, we will conduct a dialogue with them. But I would like to dispel doubts about the name of the highest official of Tatarstan: we maintain the status quo, whatever the norm was in the current law remains the same,” one of the authors of the bill, Chairman of the Duma Committee on State Construction Pavel Krashennikov told Kommersant .

According to political scientist Rostislav Turovsky, the position of the Tatarstan authorities on the bill was expected.

“They demonstrate a willingness to defend their interests, leaving room for bargaining with the federal authorities. The situation has been in limbo for many years, and it would be strange if the elites of Tatarstan retreated after many years of struggle,” says Turovsky.

He believes that there will be no punishment from the federal authorities.

“Tatarstan understands this and is somewhat bluffing, going into conflict,” the expert notes.

The political scientist is convinced that “at the level of terminology” no exception will be made for the republic, but he does not rule out that the status quo will remain.

“Moscow has been turning a blind eye to the fact that Tatarstan is violating the law for many years,” Turovsky summed up.
