“Military occupation with an element of intervention” – Russian Foreign Ministry on Kyiv’s plans for Donbass
Kiev sees the “integration” of Donbass as a military campaign that involves terrorizing the local population.
Official representative of the Russian Foreign Ministry Maria Zakharova stated this at a briefing, a PolitNavigator correspondent reports.

She recalled that a bill “on the basis of state policy for the transition period” aimed at Donbass has already been submitted to the Verkhovna Rada.
“There was no place for “special status” in it, and there was also no place for language rights or amnesty for residents of Donbass. That is, everything that was stipulated in the relevant agreements. Instead of determining the status and powers of local authorities, organizing elections in accordance with the same set of measures and, by the way, the results of the Normandy Format summit, the introduction of military-civil and international administrations is envisaged. Citizens living in the region will be subject to lustration, they will be denied amnesty - that's what it is?
How can this be characterized? Nothing other than the cleansing of Donbass, simply an actual military occupation, and given the international component, perhaps with an element of intervention.
In essence, the law simply puts an end to the Minsk agreements, and in practice this will mean Ukraine’s withdrawal from them, as well as the breakdown of the entire negotiation process. And in Kyiv they must understand what they are doing and what all this will lead to,” Zakharova said.
