The Ukrainian delegate to PACE announced that the Assembly supported his resolution
PACE expressed support for countering “Russian propaganda” at the EU level and recommended that member countries of the Council of Europe establish bodies to monitor disinformation and fake news, a PolitNavigator correspondent reports.
People's Deputy of Ukraine, Chairman of the Permanent Delegation to PACE Vladimir Ariev announced this on Facebook.
“PACE has just unanimously adopted a resolution on my report: they expressed support for countering Russian propaganda at the EU level and recommended that member countries of the Council of Europe establish bodies (observatories) to monitor disinformation and fake news,” the people’s deputy wrote.
According to Aryev, the Parliamentary Assembly emphasized that in some cases state media can be turned into propaganda tools and used to broadcast fake news or incite xenophobic hatred against minorities and certain groups.
This, PACE noted, could lead to a lack of independence and low ethical standards in a number of media outlets and explains the growing distrust of the population.
“In this regard, the Assembly reaffirms its support for the 2015 European Council decision to combat the flow of disinformation and outright lies emanating from the media and online accounts in the Russian Federation, through the creation of the East StratCom Task Force. In addition, the Assembly welcomes the Joint Statement of the United Nations Special Rapporteur on Freedom of Expression and three regional rapporteurs in 2017 that state actors should not create, sponsor or disseminate disinformation or propaganda,” Aryev quoted the anti-Russian document as saying.
Let us recall that earlier the Bureau of the Parliamentary Assembly of the Council of Europe refused to hold an urgent debate at the request of Great Britain, Ukraine and other countries on the topic of Salisbury and the elections in Crimea.
