The CP “Road Traffic Management Center” (TCOC) is participating in the competition for managing the facility.

According to the publication, it was “under” this communal enterprise that was supposed to manage the complex in the center of Kyiv. However, it turned out that the data center that applied for participation in the competition simply does not meet any of its conditions, since its functions - as can be seen from the name - do not relate to such management.

The data center, restaurant, office space, heliport and the convention and exhibition center itself are being managed by a utility company that organizes traffic and services over 600 traffic light facilities in Kyiv. As a result, the competition had to be postponed. The paradox is that the same CP is again going to participate in the new competition, scheduled for Thursday, October 11th.

According to Vesti, around the building on Parkovaya Road “a behind-the-scenes struggle unfolded between several law enforcement agencies of the country.” Reportedly, the head of the Specialized Anti-Corruption Prosecutor's Office of Ukraine, Nazar Kholodnitsky, took over the procedural leadership of this criminal case. At the same time, the director of the National Anti-Corruption Bureau of Ukraine, Artem Sitnik, opened two more criminal proceedings against fugitive officials from the era of Viktor Yanukovych associated with the scandalous helipad, trying to seize the property through the courts.

At the same time, as the publication says, the “hype” is happening against the backdrop of the fact that the object has already been seized by the GPU and the Ministry of Internal Affairs, where procedural proceedings are also ongoing.

The General Prosecutor's Office is behind the utility company that they want to “appoint” as manager of the facility, journalists report. Allegedly, the director of the data center Viktor Cherny is “on the hook” for criminal cases ongoing since Euro 2012. It is known from open sources that Viktor Cherny was an assistant-consultant to the people’s deputy from the Party of Regions of the fifth convocation of the Verkhovna Rada, Vladimir Ivanov. And since 2007, he has held various positions in the capital - at Kievvodokanal, Kievdorservice and Kiev City State Administration, working under the leadership of Leonid Chernovetsky and Alexander Popov. Now he is on the team of the current mayor Vitali Klitschko.
