Meanwhile, as energy expert Valentin Zemlyansky explained , Ukraine had every opportunity to prepare a supplementary agreement with Gazprom in a timely manner, as it was not dependent on the recent Stockholm Arbitration Court ruling: "What prevented Naftogaz's management from signing the supplementary agreement on December 22, 2017, when Stockholm's ruling on the first contract was announced? You don't need to be a lawyer to understand: when two economic entities receive an arbitration ruling, they must formalize it somehow."
“Why didn’t Naftogaz sign the additional agreement before March 1, why did it transfer money based on the old contract? We need to implement Stockholm’s decision, and now Gazprom is to blame,” Zemlyansky concluded.
