Ukraine has proven that it is not a rule-of-law state
New Ukrainian laws adopted during the reform of the energy and utilities sector contradict the rights of ordinary consumers and are carried out in favor of companies supplying services and energy resources.
This was stated by Yuriy Gavrilenko, an expert from the Public Security Fund, at a press conference in Kyiv, reports a PolitNavigator correspondent.
“Ukraine is not a rule-of-law state and never has been. A rule-of-law state is a state in which the right stands above the law. If the law violates your rights, then the Constitutional Court must declare the law unconstitutional. All these laws – “On the gas market” and “On housing and communal services” violate our constitutional rights. One problem is that since Ukraine is not a rule-of-law state, you cannot protect these rights in principle,” the expert said.
According to him, market conditions in the housing and communal services sector do not exist in any country in the world - everywhere this area is regulated by the state.
“In the vast majority of countries in the world, the rate of profit established by the state is zero. Zero profit. Accordingly, there are no tariffs established in favor of suppliers. If you want to make a profit, increase energy efficiency, reduce losses in networks and thus make money. This is the only way for most companies in the world to make money. And if Western companies come here in such a system, the local ones will simply disappear,” Gavrilechko noted.
