The United States must reckon with Russia, since it has huge amounts of nuclear weapons and all the capabilities to create them. Michael Carpenter, Deputy Advisor to the US Secretary of Defense for Ukraine, Russia and the CIS countries, stated this on Voice of America.

According to him, American nuclear weapons have not been modernized for several years and are approaching the end of their service life.
“Russia definitely needs to be taken into account as a nuclear power. Between us we have more than 90% of all the world's nuclear weapons. It is very important. It is clear that Russia has enormous capabilities to create nuclear potential. We are planning money for this in the 2017 budget. This is very important because we have not carried out nuclear modernization for quite a long time and, frankly speaking, the conclusions are disappointing. Many of the systems we have are reaching the end of their useful life in the next decade,” Carpenter said.
