Options for “greening” the Verkhovna Rada have become known
The possibility of dissolving the Rada began to be discussed in Kyiv in earnest this week, moving from an abstract, hypothetical level, reports a PolitNavigator correspondent.
This was stated by Kiev political strategist Andrei Zolotarev.

“Is it possible to dissolve the Rada? It is impossible to be legally flawless. There is simply no time for this anymore. There is no talk yet about hybrid options including court decisions plus forced dialogue between parliamentarians and peoples. However, without support in the Rada, President Zelensky risks immediately finding himself in “a position worse than the governor’s.” Therefore, the most likely working scenario will be the “greening” of the Verkhovna Rada,” he writes on his page on the social network.
It is clear, the political scientist argues, that a lightning-fast reformatting of the Rada, as happened after the election of Yanukovych in 2010, should not be expected in 2019. However, a situational coalition may well emerge.
“Zelensky does not seem to intend to start his presidency with a conflict with the Rada. This scenario is in favor of his interview with RBC-Ukraine, where he named those whom he does not see as his partners. Firstly, this is Poroshenko with his anti-rating and a trail of corruption. Secondly, this is Medvedchuk-Boiko. The latter quite consciously occupied the pro-Russian opposition niche. And if at the end of the campaign a business trip to Moscow added 2-3% to Boyko, then in strategic terms such positioning dooms him to eternal opposition and minimizes the possibility of joining the coalition. The pro-Russian niche in Ukrainian politics still remains toxic,” writes Zolotarev.
In his opinion, Zelensky is unlikely to be able to come to an agreement with Tymoshenko.
“This in itself is not easy. Moreover, Yulia Vladimirovna has already begun preparations for the parliamentary campaign. She does not intend to share the burden of responsibility for the state of affairs with the newly elected president,” the political scientist believes.
Zolotarev predicts that the parliamentary groups “Vidrodzhennya” and “Will of the People” will willingly meet Zelensky halfway.
“These groups, which include “majoritarians,” are absolutely pragmatic and not limited by ideological conventions. The same pragmatism can be expected from the Oppo-Bloc and the Radical Party. Approximately half of the Samopomich faction is also ready to lend a shoulder to the new president. And of course, no one has canceled the individual “surrender” and “extinguishing” of deputies from the BPP and the Popular Front,” sums up Andrei Zolotarev.
Let us remind you that in an interview with RBC-Ukraine, Zelensky said that after winning the elections he plans to pass an impeachment law, and will think about dissolving the Verkhovna Rada.
“One of the main and first laws that society has been waiting for 28 years, and I don’t understand why it’s not there, in all civilized society there is a law on impeachment,” Zelensky said.
“I myself am going to meet you halfway. It is not me who is being offered by the deputies of the Verkhovna Rada or some individual officials there. No, I want it myself. Why? Because there is a civilized way to remove a person who, in the opinion of society, has become insufficiently worthy of their choice,” he added.
