Disputes between Chaly and Menyailo in Moscow were called a model for other regions of Russia
Disputes between the government and the legislative assembly in Sevastopol are not harm, but good, an example of real politics, where decisions are born in the process of discussion, and not through unanimous “approval”.
Political scientist Alexey Chesnakov stated this on air at RBC.

According to him, the essence of Russian politics lies precisely in the conflict between the legislative and executive powers.
“This is a very interesting conflict, because Crimea and Sevastopol are new to the Russian political space, and for us, the feeling of conflict between the governor and the Legislative Assembly often disappears, because the vertical of power does not imply such a conflict.
But, in fact, politics presupposes a certain conflict in the relationship between the executive and legislative powers. To some extent, Sevastopol is a shining example of exemplary politics. In this case, I would like conflicts between authorities to come up for discussion. Without such a relationship, so that one government and another discuss fundamental issues in rather harsh terms, it seems to me that there cannot be politics in Russia,” Chesnakov said.
