The document was submitted to the State Duma by the Russian government. This is being done so that the price of housing and communal services on the peninsula increases gradually. Termination of the features may lead to a one-time increase in citizens' payments for utilities at a level of about 25%.

Senator from Crimea Olga Kovitidi thanked her colleagues for the adoption of this law.
“This is a positive law that our citizens are waiting for. It is extremely important to preserve the conditions created by the state for a smooth transition to the current tariff regulation system in Russia,” Kovitidi said.
