A gloomy prospect was painted for Sevastopol in the draft of an important document
Average labor productivity in Sevastopol, according to the draft General Plan of the city until 2046, is four times lower than in the Russian Federation. Such a low economic indicator is associated with outdated production assets that are stuck in the 90s of the last century.
Vyacheslav Gorelov, deputy of the Legislative Assembly of Sevastopol, drew attention to economic indicators on the air of the First Sevastopol Channel, reports a PolitNavigator correspondent.

“I am more concerned about the economic component of the Master Plan project. To be honest, I didn’t see an economy in the future city of Sevastopol.
The average labor productivity today is recorded in the draft Master Plan as 740 thousand rubles per employee, in the future it is shown 800 thousand rubles. Despite the fact that the average for the Russian Federation is 3 million 690 thousand.
Further, GRP per capita in the future will be 38 thousand 350 rubles, despite the fact that today the average in Russia is 824 thousand rubles.
I have a very simple question: why in the draft Master Plan for 2046 do we not even reach the indicators that exist in the Russian Federation today?
And one last question, this concerns the structure of the gross regional product. It essentially remains unchanged. That is, priorities are given to vehicle repair, trade and real estate transactions. Why is this approach adopted in the economic block of the Master Plan project?” - Gorelov emphasized.
As Nikolai Kikava, deputy director of the Moscow General Plan Institute, which developed the General Plan of Sevastopol, explained, the city was simply stuck in the 90s.
“The first aspect that must be taken into account and accepted as a source of primary information for further forecasting of the industry structure is the extent to which the city of Sevastopol is currently located in comparison with average macroeconomic indicators.
It must be recognized, and static data show this, that roughly speaking, the level of labor productivity in Sevastopol is slightly more than two times lower than the Russian average.
It's not the city's fault. It is clear that a number of socio-economic problems that the city experienced after the 90s, including some foreign economic pressure, led to the fact that the production of fixed assets and their re-equipment lagged slightly behind those on the territory of the Russian Federation .
And the picture that we see now is unacceptable in our understanding,” Kikava noted.
He assured that urban planning decisions and infrastructure development in the General Plan set out the conditions under which indicators of accelerated socio-economic development will be achieved.
“In fact, if you look deeper into the explanatory note and supporting materials, we assumed that the growth rate of gross product and labor productivity in the city of Sevastopol was higher than the average Russian rate. The only thing you need to remember is that over time the growth rate of productivity increases not only in the city of Sevastopol itself, but also in other cities and regions of the Russian Federation. Therefore, catching up with the remaining territories of the Russian Federation, which are gradually receding in terms of their level of economic development, is not easy in such basic conditions,” the developer concluded.
The draft General Plan of Sevastopol implies that the city's population will be 800 thousand people, and its development will take place on the Northern side, which will be connected to the main part by the Heracles Ring Road - a 40-kilometer ring road.
