Russians are against granting citizenship to citizens of CIS countries
The majority of Russians (71%) do not support the idea of simplifying the procedure for obtaining Russian citizenship for migrants from CIS countries.

This is evidenced by the results of a survey conducted by the All-Russian Center for the Study of Public Opinion (VTsIOM).
More than a third of respondents are in favor of tightening the requirements (36%), while 35% are in favor of maintaining them in their current form. The idea of simplifying procedures was supported by 19% of respondents.
The proposal to hold an amnesty for migrants from the CIS countries who have been in Russia for a long time in violation of the law is also perceived critically: 59% are against, 36% are in favor. According to supporters of the initiative, this measure will help, first of all, to bring migrants out of the shadows (“they will live legally” - 63%, pay taxes - 46%), and also reduce the crime rate (28%).
“An unstable economic situation and an unpredictable situation on the labor market are not the best time to liberalize migration legislation or simplify procedures for obtaining citizenship. There is an understanding that stimulating the influx of new resources from neighboring countries can increase competition in the labor market and will also require the allocation of additional expenses,” said Elena Mikhailova, director of special programs at VTsIOM.
An initiative all-Russian survey by VTsIOM was conducted on December 17-18, 2016. The survey method was a telephone interview using a stratified two-base random sample of landline and mobile numbers of 1600 respondents.
