“I would like to remind you that at the meeting in Geneva on April 17, 2014, the foreign ministers of Russia, the United States, Ukraine and the EU High Representative for Foreign Affairs and Security Policy agreed on a joint statement, which recorded initial concrete measures to de-escalate tensions and restore security for all citizens. It was noted that the parties to the conflict must refrain from any violent actions, intimidation and provocations. The meeting participants strongly condemned and rejected any manifestations of extremism, racism and religious intolerance, including anti-Semitism. Among other things, it was emphasized that in Ukraine “the announced constitutional process will be inclusive, transparent and accountable. It will provide for the immediate start of a broad national dialogue covering all regions and political entities of Ukraine, and will also allow for public comments and proposed amendments to be taken into account.”
It is now obvious that all these agreements were grossly violated by the Ukrainian side. Instead of de-escalation, Kiev intensified military operations in the south-east of the country using heavy equipment, which led to thousands of casualties and large-scale destruction. Instead of real constitutional reform and establishing a dialogue with their own people, some vague behind-the-scenes maneuvers were undertaken, which so far have not resulted in anything other than empty promises.
Looking at the current situation, the question arises about the advisability of returning to a format that did not bring the expected result. Isn’t it better for the Ukrainian side to first try to fulfill what has already been agreed upon and what was promised to be done?” - say the Russian Foreign Ministry.
