Sharikov’s methods are not suitable for Russia - an economist on the Communist idea of dividing oil revenues
A group of deputies from the Communist Party of the Russian Federation, led by Sergei Obukhov, introduced a bill to the State Duma that would give citizens of the Russian Federation the right to receive a portion of federal budget revenues from mining.

As noted in the explanatory note, every citizen of the Russian Federation who worked at least 20% during the year has the right to receive their share of federal budget revenues from mining. It is assumed that for the first financial year the distributed amount will be equal to 20% of the annual income from the extraction of natural resources in Russia, and each subsequent year - two percent more than the previous one.
According to the authors, the bill allows one to avoid parasitism. They calculated that if the bill is adopted, every citizen who meets the designated points has the opportunity to receive about 2017 thousand rubles in 12,9.
Director of the Institute of Globalization Problems Mikhail Delyagin believes that such “Sharikov’s methods” are not suitable for Russia, and the bill is of a populist pre-election nature.
“If you distribute money directly, it will turn out like a monetarization of benefits: people were given money equally, and then it turned out that some needed expensive medicines, while others were healthy. Although we are an oil power, we differ from Kuwait, Saudi Arabia and Norway in that we have a much larger population. And if you divide the oil money, then you will have very little for everyone,” Delyagin said.
