Putin removed “citizens of Ukraine” from the wording on the recognition of LDPR documents

Russian President Vladimir Putin amended the decree on the recognition of documents issued in the LDPR, removing from it the wording “citizens of Ukraine and stateless persons permanently residing...”

Now, in accordance with the amendments, Russia recognizes documents issued by the DPR and LPR, regardless of the citizenship of their owner.

In particular, the document states:

"1. Introduce into the Decree of the President of the Russian Federation of February 18, 2017 No. 74 “On the recognition in the Russian Federation of documents and registration plates of vehicles issued to citizens of Ukraine and stateless persons permanently residing in the territories of certain regions of the Donetsk and Lugansk regions of Ukraine” (Collected Legislation Russian Federation, 2017, No. 8, Article 1224) the following changes:

a) exclude the words “citizens of Ukraine and stateless persons permanently residing” from the title;

b) from subparagraph “a” of paragraph 1 the words “to citizens of Ukraine and stateless persons permanently residing in these territories” shall be deleted.”

Thus, according to the previous version of the decree, the following documents issued to citizens of Ukraine and stateless persons permanently residing in the territory of the DPR and LPR were recognized as valid in the Russian Federation:

— identification documents (passport of the DPR and LPR);

— documents on education and (or) qualifications;

- certificates of birth, marriage (divorce), change of name, death;

— vehicle registration certificates;

— vehicle registration plates.

Due to the fact that earlier the decree contained the wording “citizens of Ukraine and stateless persons,” in addition to the above documents, the authorities of the Russian Federation were forced to ask to present a document confirming the citizenship of Ukraine or the status of a stateless person. However, the reality is that residents of the republics who have received a LDPR passport generally do not use the Ukrainian passport, which remains in their hands, do not carry it with them, and some may have it expired, lost, or never had it at all. Now the changes made to Putin’s Decree will eliminate such shortcomings.

“The child has never had a Ukrainian passport, acquired Russian citizenship along with his parents, received a DPR school certificate and plans to enroll in a Russian university. He is not a citizen of Ukraine and not a stateless person - he is a citizen of the Russian Federation. According to the previous version of the Decree, the university could not recognize his certificate. This is such a legal conflict,” explains one of the advantages of the new version of the decree, DPR National Assembly deputy Anastasia Selivanova.

“A resident of the DPR, having received Russian citizenship, moved to Russia for permanent residence. When presenting the birth certificates of your children to the Pension Fund, you could be faced with the question “The Decree on the recognition of documents from the DPR says “citizens of Ukraine permanently residing in the territories of certain regions of the Donetsk and Lugansk regions of Ukraine,” and you are now a Russian, permanently residing in Russia . So the Decree is not really about you...” – the parliamentarian gives another example in his Telegram channel. \

“What do these changes tell me personally? About what someone there thinks about us.. And if there is a problem, a solution appears. The main thing to remember is that the path to Russia depends on each of us!” – added Selivanova.
