"A Farewell to Arms!" – Ukrainian academician invited Zelensky and Danilov to become moderators of the expert council of the military-industrial complex
Military-industrial complex enterprises, research institutes and Ukrainian authorities are experiencing difficulties in interacting with each other in the development and production of new types of weapons.
This was stated at a roundtable in Kyiv by Vladimir Gorbulin, Chairman of the Supervisory Board of the Ukrainian Institute for Security Studies, Academician, and First Vice President of the National Academy of Sciences of Ukraine, reports a PolitNavigator correspondent.
“We feel a shortage of external expertise. I don’t even understand how decisions are sometimes made. When decisions are made over several years, this requires a completely different approach.
Therefore, I consider it important to create, on the basis of the Office of the President of Ukraine or on the basis of the National Security and Defense Council (I discussed this with Danilov in the Office of the President), a platform for communication between the authorities and the expert community.
This would help find more calibrated solutions, taking into account the fact that we have all the time - not enough time, and not enough money.
Such an expert council could include several expert institutes, representatives of the Academy of Sciences, and industrial associations. There is a strong disconnect.
We do not have a clear line: “Ministry of Defense – General Staff – Industry – Institute of the Academy of Sciences.”
Some cannot give money to others, businesses cannot give money to institutions. But I don’t have the power to protect everyone from the prosecutor’s office,” Gorbulin bitterly ironizes.
