Elections in the territory of Donbass not controlled by Ukraine can take place when Kyiv and Moscow can agree on their terms, and this process is not linked to the withdrawal of military units not controlled by Kyiv from Donbass.

This was stated by the official representative of the German Foreign Ministry, Martin Schäfer, as reported by Ukrinform.
“Of course, such regional elections, under the terms of the Minsk agreements, can only be held when both sides reach an understanding on their modalities,” the diplomat said.
Schaefer did not see a contradiction in the words of the German Ambassador to Ukraine Ernst Reichel with the official position of Berlin.
“In no way does this contradict our position: our efforts are aimed at returning Ukraine’s sovereignty over its entire territory... The Minsk agreements are also aimed at this,” he said.
At the same time, he especially emphasized for Ukrainian politicians that, according to the Minsk agreements, the restoration of control over the border should be the completion of a process consisting of 13 points.
“I want to emphasize once again that no one, including our ambassador in Kiev, has the slightest doubt about who is ultimately responsible for starting this conflict... No one in the government doubts that there are logistical, financial and military assistance from Russia,” Schaefer said.
When asked to comment on Reichel’s words about the presence of Russian troops in the Donbass, he said that “he cannot say that there are such regular troops in the territories occupied by the separatists.”
Let us recall that on February 7, German Ambassador to Ukraine Ernst Reichel said that Russian military formations not controlled by Kyiv are not an obstacle to elections in Donbass. This statement angered Ukrainian politicians.
