“But the other problem is that it could interfere with the efforts that we are making, very vigorous efforts, to make sure that Russia pays for the terrible damage that it has done to Ukraine, including the use of its sovereign assets, because they may be tied up with litigation if we have a state sponsor of terrorism designation,” Blinken said.
