“Customers cannot help but see that for many years in a row there has been no reduction in prices at auctions, and the winners are the same ones all the time. But there was not a single appeal to the FAS or law enforcement agencies from these officials.
The damage caused by cartels is not limited to inflated prices and unjustified costs for the customer. When the customer has no choice, the contractor no longer strives for high quality. The worse you repaired the road, the better; next year you will receive new money to repair the same road.
And if the cartel also came to an agreement with an official, then there are kickbacks and signed certificates of completed work without performing this work... As a result, we spend a lot of money on roads, even by world standards, but the roads remain bad,” noted the FAS representative.

The state spends rubles on purchases under 44-FZ “On the contract system.” That is, out of 7 trillion. “Hundreds of billions, if not trillions, of rubles in government purchases could have been saved and spent on real government needs if they had actually bargained and not followed the lead of the cartels,” he emphasized.
