“Russia is neither liberal nor democratic for one simple reason: it has never been like that, and it cannot become like that from nothing. This is a country that was and is based on the Horde system of government, so there was no smell of democracy there.
So, in order for it to become democratic, it must be controlled by civilized countries and gradually, over generations, be prepared for this democracy. I don’t see any other way for Russia,” Ogryzko said.
