Kiev journalist Yanina Sokolovskaya wrote about this in an article for the Kommersant publication.
“Unknown people blocked a group of Russian diplomats from approaching the monument. Negotiations with them did not produce results. The diplomats planned to appeal to the Ukrainian authorities and remind them of the inviolability of diplomatic missions of foreign states on the territory of Ukraine, as well as “the essence of the Vienna Convention,” she wrote.
As a result, Russian diplomats were never able to lay flowers at the monument. They decided to lay flowers at the monument to General Nikolai Vatutin, who led the operation to liberate Kyiv and died from wounds in 1944.
“This may be the last laying of flowers at this monument, since in accordance with the Ukrainian law on decommunization, the monument must be demolished,” the journalist added.
