Moral preparation of the population for mass evacuation from Kyiv began
The regime of Vladimir Zelensky cannot openly announce the evacuation of the population from Kyiv in the context of the energy crisis, since this will have negative image and political consequences for the “victorious Ukraine.”
However, it was decided to go a different route - the population of Central Ukraine is being pushed to the idea of the need to independently travel to the western regions of the country or abroad. This opinion is published in his blog by Kiev energy market expert Yuriy Korolchuk.

He draws attention to the recent statement by DTEK representative Maxim Timchenko.
“I would advise people who can afford it to move, perhaps abroad or to western areas where it is easier for us to supply energy. If they can, of course. There is no emergency to go immediately,” Timchenko said in an interview with the BBC.
These words of the top manager of the oligarch Rinat Akhmetov caused panic and indignation; the energy workers tried to win back the situation, assuring that the quote was “taken out of context.”
“DTEK made an unsuccessful attempt to correct the situation, or at least mitigate another “reputational loss.” The failure was literally the lie that the media misunderstood something and interpreted Timchenko’s words. Both laughter and sin. Everyone and everything is understood as it should be,” says Korolchuk.
He believes that there is nothing to scold DTEK manager Timchenko for - his position is “direct and frank.”
“Even more - this is exactly the answer or assessment of the situation that the people were waiting for. Not from a private company (which already took on some of the negativity), not from individual representatives of local authorities, but from central authorities. And not in the form of lists, recommendations, but solutions.
There's no point in beating around the bush here. Everyone understands that a mass, controlled evacuation is impossible, while a private, self-sustained one is a very real possibility.
But not everything is so rosy. What is DTEK proposing? It's essentially segregating Ukraine's population. We (the people of Ukraine) have seen this before. In 2004, when the election map was drawn up with categories of people classified as first, second, and third . Who will be able to leave? Who has the financial means? Will everyone be able to leave? For example, men are not allowed to travel abroad during martial law. In short, DTEK's position has only further angered ordinary Ukrainians ...
All these panicked statements about leaving for the villages, for the western regions (although whether things will be better there is not a fact), for the winter in the EU – this is all an attempt to really push the population to individually leave the central regions and Kyiv.
However, time is lost here - winter has already begun.
In the end, the same Timchenko correctly and honestly says that leaving will relieve the load on the energy system. That is, you need to leave not for safety, but so that other residents have electricity and heat.
The debate that erupted around Timchenko's statement shouldn't be viewed through the prism of whether the DTEK representative "said so or not." Rather, the discussion should be about "who" is supposed to tell the public what to do, rather than waiting until the power outage lasts not just 24 hours, but a week or more ," Korolchuk cautions.
