In Ukraine they are going to remove the “secret” stamp from the state defense order
Deputy Secretary of the National Security and Defense Council of Ukraine and head of the interdepartmental commission on military-technical cooperation and export control under the Security Council, Serhiy Kryvonos, has announced the possibility of declassifying Ukraine's state defense procurement (SDO) as early as 2020, reports a PolitNavigator correspondent.
Answering a question about the prospects for increasing the transparency of the State Defense Order of Ukraine and removing the “secret” stamp from it during a meeting with combatants, volunteers and public organizations on Saturday in Kiev, Deputy Secretary Sobvez noted that this issue has already been repeatedly discussed in the authorities.
“I think that starting next year, secrecy (with the State Defense Order) will be lifted,” the National Security and Defense Council website quotes him as saying.
According to Krivonos, the removal of the “secret” stamp from the current State Defense Order (for 2017-2019 - Ed). "doesn't make sense." “And the next one, it’s real,” he said.
The Deputy Secretary of the National Security and Defense Council also clarified that these plans have already been discussed at the level of the Cabinet of Ministers, as well as with Ukraine’s Western partners in military-technical cooperation, and in particular with the United States.
According to sources of the Interfax-Ukraine agency in the defense sector, the upcoming improvement of the current state defense order system, including the system for importing weapons and military equipment (WME), is designed to eliminate the risks of procurement under the state defense order, which do not meet the requirements of modern combat, of weapons and military equipment of outdated nomenclature, complicating the process of full rearmament.
According to participants in the Ukrainian defense market, the current system of decision-making on the inclusion of a particular range of weapons and military equipment in the State Defense Order, including import purchases, is burdened with business interests and corruption risks.
Ukraine is planning to remove the "secret" classification from state defense contracts.
