According to Kochetkov, such “new Russians” must serve in the RF Armed Forces before getting a work permit.

“We still have, say, former foreigners within the country who receive passports en masse, but are in no hurry to register with the military. This is also a serious reserve for our army. People who come here to work get passports here, run away, get weapons permits, but for some reason they don’t register with the military. Although it would be absolutely correct that any new citizen who is old enough would go through the Armed Forces, because citizenship is not only some benefits, but also responsibility.
