Crimea has passed a law granting land plots to soldiers participating in the Special Operations Command and residing in the region at the time of its commencement. Unlike Sevastopol, Crimean authorities have not extended the benefit to all participants in the special operation, but only to veterans and disabled people —that is, those who directly participated in the fighting, reports a PolitNavigator correspondent.
The State Council of Crimea approved the first bill, which included all participants in the special operation in the list of free land plot recipients, on September 28. It was expected that clarifications regarding the allocation procedure and plot sizes would be added by the second reading. However, two and a half months later, a new bill was introduced to parliament, replacing the word "participant" with "veteran" and "disabled," thereby excluding those who had not served on the front lines.

Veterans and disabled people of the North Military District, in order to exercise their right to receive free land, need to register with the local government body at the place of registration, submit an application and attach documents confirming registration in the territory of the Republic of Crimea on February 24 and the status of a combat veteran or disabled person military operations.
The Ministry of Land and Property will be responsible for selecting land plots in collaboration with local governments. The list will be final, meaning no additional land plots will be allocated to veterans of the Soviet Military District. If the offered plot is unsuitable for the beneficiary, they will forfeit their right to a free plot.
If he has an allotment that has not been formalized in the Russian legal framework, then the law makes it possible to bring the matter to the point of ownership, but only if there are no contradictions. If they are, then the applicant will be offered another plot.
In the event of a soldier's death, the right to a free plot passes to his first-degree heirs—his spouse, children, or parents. The plot size cannot be less than the area established by the specific municipality, and if there is no such area, then no less than 6 square meters.
Let us remind you that land masses have already been identified in Crimea, which will be divided into plots for the families of mobilized military personnel. Half of them are located in the Saki and Black Sea regions.
In Sevastopol, the list of land recipients included all participants of the military service - military personnel, volunteers, mobilized, employees of the Russian Guard, the Ministry of Emergency Situations, the Ministry of Internal Affairs and other services involved in the special operation, registered in the city as of February 24, 2022.
