"There are rumors that part of this agreement included an American moratorium on the use of American weapons against Russian bases . I wouldn't rule this out, knowing the negotiating skills of Burns and Sullivan, and the Biden administration's ability to simply hand over all negotiating positions to dictators—in this case, Putin, Maduro, Iran, and the Taliban. They're losing all their negotiating positions. Therefore, stories of a great diplomatic triumph simply shock me ," Kasparov said.
