Russia has the most liberal legislation in the field of bioethics.
State Duma Deputy Nikolai Nikolaev made this statement at a roundtable discussion titled "Information Warfare in the Context of the Second World War: The Struggle for the Collective Consciousness of Society Using Advanced Technologies and Digital Media," reports a PolitNavigator correspondent.

“We have complete freedom of abortion, paid egg donation, paid surrogacy, non-recognition of a person as a person before birth, freedom of genomic editing, which is planned to be put on stream. We even have a ban on human cloning – and that’s temporary,” Nikolaev said.
He believes that Russia needs to bring its legislation into line with “the ethical problems generated by traditional values.”
