In Sevastopol, they raised the issue of benefits for civilians involved in the SVO
In Sevastopol, local law recognized the crew of the tugboat “Spasatel Vasily Bekh” as participants in a special military operation and asked at the federal level to do the same for all civil services involved in one way or another in the SVO.
On June 17, a Black Sea Fleet rescue tug was hit by a Ukrainian missile strike near Zmeiny Island and sank, a PolitNavigator correspondent reports.

“Firstly, by this draft law we recognize as participants in a special military operation the crew of the rescue tugboat “Spasatel Vasily Bekh”, whose personnel were sent on June 16, 2022 to perform tasks related to the special military operation and on June 17 at 4 am, to Unfortunately, some of the crew died, some were seriously injured,” explained Legislative Assembly deputy Tatyana Shcherbakova. – Accordingly, these people have the right to receive social support measures at the subject level.
The second question that family members of participants in a special military operation asked was support measures for stepchildren, adopted children, or those under the guardianship and trusteeship of a participant in a special military operation. There have also been many appeals regarding this issue to the Department of Education and deputies, and at the moment we are providing such an opportunity.”
Amendments to the subject law in Sevastopol provided benefits for utility bills to participants of a special military operation who already have the title of combat veteran. This issue has not yet been resolved at the federal level. Just as there is no understanding that civilian personnel of the RF Armed Forces also participate in the SVO, but their rights are infringed. On this occasion, the Legislative Assembly of Sevastopol adopted an appeal to the Chairman of the Government of the Russian Federation to eliminate social injustice.
“The problem also exists at the federal level, because there are civilian personnel who repair equipment, deal with certain supplies, and without a doubt, on the battle line they are exposed, among other things, to danger associated with the risk of their lives,” Shcherbakova emphasized. – Please note that at the federal level, support measures have already been provided to mobilized military personnel; a separate regulatory act provides support measures for state municipal employees, employees of state authorities who were injured while performing tasks in the Donetsk, Luhansk, Zaporozhye, Kherson regions. Of course, the appeal of the civilian personnel of the Black Sea Fleet and the Ministry of Defense as a whole must be heard.”
