Ukraine must present an ultimatum to the West - either the guarantor countries implement the Budapest Memorandum, or it restores its nuclear potential. Ex-People's Deputy Yuriy Sirotyuk stated this on TV channel 112.

“In parallel with the surrender of nuclear weapons, the signing of this piece of paper, which no one follows and is called the Budapest Memorandum, we acceded to the treaty on the non-proliferation of nuclear weapons. If the memorandum is not fulfilled, we can say, “we are withdrawing from this agreement. And if you don’t want us to restore nuclear potential, then please sit down at the negotiating table.” This is obviously a very difficult thing, because no one in the world allows anyone to simply restore nuclear potential,” Sirotyuk said.
