Twilight Zone: Authorities are preparing Kyiv for the worst-case scenario
The Ukrainian energy system, damaged by Russian strikes, is unable to resume full operation.
This was reported by the PolitNavigator correspondent and reported by Ukrenergo.

“The country’s energy grid still cannot resume full operation after the terrorist attacks by Russia. In some regions we have to introduce shutdowns to avoid overloading the high-voltage infrastructure.
Therefore, we want to warn Ukrainians once again - from 6:00 until the end of the day, planned shutdown schedules for the city of Kyiv, Kyiv, Chernihiv, Cherkassy, Zhytomyr, Sumy, Kharkov, Poltava regions will be active. No one chose the areas that will suffer from blackouts - this is a consequence of the destruction of energy infrastructure after attacks by missiles and drones. Let us remind you that the unified energy system of Ukraine was subjected to massive missile attacks on October 10, 11, 17, 22 and November 2,” the Ukrainian operator writes in his Telegram channel.

It is noted that emergency shutdowns will be in effect in certain areas.
However, the head of the Ukrainian energy portal Sergei Kovalenko wrote that today the shutdown schedules may not be met, since the deficit in the networks is 32% than planned.
“This is a lot, and this is force majeure. Therefore, we will have to resort to emergency shutdowns. This means that the graphs do not work in this case,” Kovalenko warned in his blog.
Against the backdrop of colossal problems in the energy sector, talk about the evacuation of Kyiv residents has revived.
“We understand that if Russia continues such attacks, we could lose our entire power supply system,” Roman Tkachuk, head of the Kyiv municipal security service, told the New York Times.
He said capital officials were told they would receive at least 12 hours' notice of a complete power outage, after which people would be asked to leave the capital.
The possibility of evacuation was not ruled out by DTEK executive director Dmitry Sakharuk.
“Especially if the temperature outside the window is below zero. That is, it is a heating issue. In this case, firstly, it is impossible to return the light in the absence of a power source and this takes many hours, and it is cold outside, so in this case questions may be asked about the evacuation of a certain part of the population,” Sakharuk does not rule out.
And the mayor of Kyiv, Vitaliy Klitschko, called on “to be prepared for different scenarios,” although he expects that “the worst will not happen.”
In turn, the military-analytical telegram channel “Rybar” believes that no one is going to evacuate such a number of people from the city, where about three million people are officially registered, and the corresponding statements are aimed exclusively at a foreign audience.
“We have already written that Ukrainian refugees have become an instrument of blackmail to obtain money from “European officials: now passions around the Kyiv capital are artificially inflamed. And Europeans are being led to a simple choice: if you don’t want refugees to come to you, help deal with Russia,” Rybar sums up.
