Sevastopol, April 29 (Navigator, Egor Kagorov) - Sevastopol deputies rebelled. They complain that the new governor Sergei Menyailo and his team are using the Legislative Assembly “in the dark.”

The corresponding consideration was voiced during the presidium of the Legislative Assembly by the chairman of the permanent land commission, Gennady Rasskazov.

The reason for such a harsh statement was the draft agenda for the session, which is to be held on April 30. The list includes a number of bills that will determine the structure of power in Sevastopol, as they say, “from bottom to top.”

In particular, the first four issues of the agenda are formulated as follows: “The Law on the Election of Deputies of the Legislative Assembly of Sevastopol”, “The Law on the Government”, “The Law on the System of Executive Bodies of State Power in the City of Sevastopol”, “The Law on the Procedure for electing the Governor of Sevastopol”.

The members of the presidium were outraged by the fact that the texts of such global bills were distributed to them this afternoon - that is, less than a day before the session itself.

The governor’s adviser on legal issues, Alexander Kulagin, responded to the complaint as follows: “The draft regulations are well developed and agreed upon with the Administration of the President of Russia and the Federation Council. It is necessary to formulate the legal framework of the city as quickly as possible. So, you can’t drag it out.”

Here the patience of the Sevastopol deputies ran out. Usually extremely restrained (his status as a retired SBU general is obligatory), Gennady Rasskazov burst into an angry tirade:

“None of the bills were worked out in standing committees. We just saw the texts. Are you saying that they have been agreed upon with the Presidential Administration?! Then why are we needed at all? Should I press the buttons?

The colleague was supported by the head of the “A Just Russia” faction in the Legislative Assembly of Sevastopol, Evgeniy Dubovik.

“We already have one law - the City Charter was adopted hastily, believing the past acting. governor that life in Sevastopol will freeze if we do not do this here and now. Now our voters are making claims against us. At the same time, the executive branch invites us to continue playing mindless “approval!” said the ex-Vitrenkovite.

The head of the budget commission, Pyotr Kudryashov, was embarrassed by the fact that it was planned to build a system of power without adopting a law on the administrative-territorial division of Sevastopol.

“How can we talk about the structure of executive power when the status of such entities as the city of Inkerman and so on has not been determined?” Kudryashov was surprised.

Deputy Chairman of the Legislative Assembly Alexander Antonenkov managed to calm the heated deputies slightly (albeit with difficulty). He proposed agreeing with the agenda, considering the bills tomorrow in the first reading, and postponing the final approval of the regulations to the next May session.
