Russian software was banned in Ukraine, and Poroshenko received the legal right to block sites on the Internet
Petro Poroshenko put into effect the decision of the National Security and Defense Council of December 29, 2016, “On threats to the cybersecurity of the state and urgent measures to neutralize them.”

This is stated on the official website of the Ukrainian president, where the corresponding decree was published.
“Control over the implementation of the decision of the National Security and Defense Council of Ukraine, put into effect by the following Decree, shall be entrusted to the Secretary of the National Security and Defense Council of Ukraine,” the document notes.
It is also clarified that the decree comes into force from the date of its publication.
In addition, the Cabinet of Ministers was instructed to submit for consideration to the Verkhovna Rada bills on the implementation of the provisions of the Convention on Cybercrime, ratified by law of November 7, 2005, No. 2824-IV.
In particular, they should provide for “the introduction of blocking (restriction) by court decision by operators and telecommunications providers of a certain (identified) information resource (information service).”
Also, the Cabinet of Ministers should provide in draft laws for the establishment of requirements for the provision by operators and telecommunications providers, at the request of law enforcement agencies, of the information necessary to identify service providers and the route to which the information was transferred.
And law enforcement agencies, in turn, must receive the authority to issue mandatory instructions to owners of computer data (operators and telecommunications providers, other legal entities and individuals) to urgently record and store computer data necessary to solve a crime for a period of up to 90 days from the possibility of extending such a period to 3 years, as well as standardizing the procedure for entering these instructions.
These changes will occur, as the authorities assure, “with the aim of introducing an effective mechanism for the use in criminal proceedings of evidence in electronic form collected in the process of carrying out operational investigative activities.”
The Cabinet of Ministers must also prepare, with the participation of the Security Service of Ukraine, legislative proposals to determine restrictive measures regarding the use of software and telecommunications equipment at critical infrastructure facilities developed/manufactured by business entities of the aggressor state, and submit them in the prescribed manner for consideration by the Verkhovna Rada of Ukraine relevant bill.
The document also unveiled the tasks of the National Informatization Program for 2018-2020, among which one can see that the Security Service of Ukraine, together with the Administration of the State Service for Special Communications and Information Protection of Ukraine, must take, during 2017, measures to identify and suppress “facts” use by public authorities of software products developed by business entities of the aggressor state,” the use of which is prohibited in accordance with decisions of the National Security and Defense Council of Ukraine on the application of personal special economic and other restrictive measures (sanctions), put into effect by decrees of the President of Ukraine.
The National Bank, in turn, is recommended to study, with the participation of the SBU, the issue of developing “a legal mechanism for blocking (terminating) the functioning of electronic payment systems of business entities of the aggressor state on the territory of Ukraine.”
The decision of the National Security and Defense Council of December 29, 2016 also contains two classified points.
Ukraine has banned Russian software, and Poroshenko has received the legal right to block websites.
