“We hope the president will sign the law without delay,” noted Acting Minister of Health of Ukraine Ulyana Suprun in an interview with the Ukrainian service of the Voice of America.

According to Suprun, by the end of the year the Ministry of Health plans to hold a meeting of the Cabinet of Ministers to consider by-laws allowing the reform.

“We need to hold a competition to elect the leadership of the National Health Service,” which will act as the administrator of the financing of medical services,” Suprun noted.

She emphasized that the reform of the healthcare system in Ukraine is not a copy of any of the world systems.

“This is a unique Ukrainian system. We took the best practices of European countries, Canada and the UK and created a system. A model that is more similar to the British or Spanish system,” Suprun said.

But the American system was not even considered as a possible example for Ukraine.

“In the American system, the doctors themselves are very qualified. There are a lot of innovations happening in the States: there are new drugs, new treatment methods are being invented, and medicine itself is at a very high level. But the financing system is not very efficient. Here there is almost the most expensive medicine in the world, very expensive insurance. Private insurance - how it works in the States - is not a model for Ukraine and never has been. No one even suggested this,” Suprun justifies himself.

According to Suprun, hospitals will be managed like non-profit enterprises.

“When doctors are not limited by the state tariff scale, the hospital will be able to pay doctors and nurses normal salaries. Already in 2018, the way we will pay for family doctors and pediatricians and general practitioners is changing - the doctor will receive funds for each patient who makes an appointment with this doctor. The doctor must deal with this patient for a whole year. A doctor will be able to have up to 2 patients - no more. Mostly, they will have a thousand to one and a half patients. Those doctors who now earn 000-5 thousand hryvnia a month will be able to earn 6-10-15 thousand hryvnia, depending on how they work - in an outpatient clinic, have a private practice, self-employed entrepreneur,” Suprun promises.

Let us note that Suprun’s “reforms” are extremely unpopular in all strata of Ukrainian society. The medical community presented a united front against the US citizen minister. Suprun herself received the pithy nickname “Minister of Death” in the media.
