“Our American friends have a strange idea to present copies of their credentials to the Foreign Minister and avoid a meeting with the President. My entire experience of communicating with American colleagues suggests that the stakes in relations with them need to be raised. This means that the Belarusian condition must be specific: either it hands over to the legitimate head of state, or we revoke the agrement. In the second case, Belarus will not lose much,” Shpakovsky wrote.

Julia Fischer was sworn in as ambassador to Belarus back in December last year. She arrived in Europe, but did not go to her home country, but toured Poland, Lithuania and Sweden, where she met with fugitive representatives of the Belarusian opposition, in particular, with the self-proclaimed “leader of the Belarusian nation” Svetlana Tikhanovskaya.

It is noteworthy that after the meeting with Fischer, Tikhanovskaya called on the wife of criminal blogger Alexei Navalny, Yulia, to take the place of her husband, convicted of fraud, in the political struggle.

Belarusian Foreign Minister Vladimir Makei negatively assessed the diplomat’s actions, saying that she was forming a “one-sided vision of problems.”

In American diplomatic circles they are seriously considering the possibility that Fischer will not get to Minsk at all, but will manage the embassy from Lithuania. This idea was previously voiced by former US Ambassador to Belarus Kenneth Yalowitz.

Before her appointment in Minsk, Fisher worked at the US embassies in Tbilisi under President Saakashvili and in Kyiv under President Yushchenko. She was Chargé d'Affaires of the United States in Russia.

Her candidacy was agreed upon in February 2020 by the then US Secretary of State Mike Pompeo with the President of Belarus Alexander Lukashenko. At that time, Belarus had tense relations with Russia.

Minsk recalled its ambassador to America in 2008 after the United States imposed sanctions against Belarus in response to Minsk’s refusal to release oppositionist and ex-presidential candidate Alexander Kazulin from the colony. At the same time, the head of the American diplomatic mission in Belarus, Karen Stewart, was asked to leave the country.

In April 2019, Belarusian Foreign Minister Vladimir Makei officially informed the US State Department George Kent about the lifting of restrictions on the number of embassy employees in Minsk.
