According to him, the West itself was breaking its promise not to expand NATO to the east.

"I do not consider it appropriate for the US to unilaterally demand that Russia legislatively enshrine any guarantees of non-aggression or seizure of territories. I believe that such guarantees should be mutual, both in content and in the form in which they are enshrined. We have had our fill of various promises and assurances since 1990."
