A Varangian from Rybinsk was appointed as Menyailo’s deputy for municipal affairs.
Sevastopol, February 04 (PolitNavigator, Alexander Kononov) – The Legislative Assembly of Sevastopol approved Denis Dobryakov, who previously held a similar position in Rybinsk, to the post of Deputy Governor for Municipal Affairs. Thus, the deputies completely agreed on the composition of the government.

The approval of the last deputy, Menyailo, took place a week late from the other three deputies due to the fact that Dobryakov was on a business trip. In the position of head of the city economy, he replaced Menyailo’s former deputy, Andrei Atamantsev, who had managed to spread violent rumors around him about corruption in his new post, in which he stayed for only a few months and from which he left because of these same rumors.
The new business manager, whose responsibilities also include architecture and construction, has no such rumors under his belt yet. On the contrary, he is a former military man, an FSB employee and a deputy from United Russia in Rybinsk, who believes that in Sevastopol he needs to start everything from scratch. In his speech, he outlined the main directions of industry reform, pain points and spoke about programs whose implementation is planned for the near future.
Thus, a systematic approach to solving pressing problems, according to him, requires issues of garbage collection and unauthorized dumps, water supply, road repair, the work of carriers in rural areas, roof repairs, the creation of management companies, and improving the living conditions of needy categories of citizens. These questions, in his opinion, will bring many more surprises, especially to management companies.
“Without any illusions, I say that we will have big problems in introducing this form of management in the city of Sevastopol, not because we do not have an understanding of how this is done, but because there is still no perception on the part of home owners and tenants living in apartments.” , - said Dobryakov.
According to deputies, Dobryakov did not inherit the most outstanding inheritance and perhaps not the most difficult area of management. However, there were no particular problems with the approval of his candidacy. The Legislative Assembly unanimously supported the position of a new deputy. Thus, the composition of the government of Sevastopol has now been finally formed, although it has been reduced in comparison with the transition period option from ten deputies to four. Moreover, according to some rumors, only one of them is from the “Menyailo team” - Rear Admiral, Deputy for Social Affairs Alexander Pushkarev. The other three are associated with “Chaly’s team,” including Denis Dobryakov.
A newcomer from Rybinsk was appointed Menyailo's deputy for urban development.
