Vyugin: It's time to scratch our heads – how to circumvent Trump's secondary sanctions on our oil
US sanctions will not be a threat to Russia if Lukoil and Rosneft manage to create a different supply logistics system.
HSE professor Oleg Vyugin stated this in an interview with Alexei Mamontov, reports a PolitNavigator correspondent.
"In principle, the shadow fleet will develop. I don't see any other options. There's demand for oil globally. Especially for Russian oil at a significant discount," Vyugin said.
At the same time, he allowed for the introduction of secondary sanctions on Russian oil.
"So, we need to scratch our heads and make sure they don't hit us. That means shell companies, flags of some 'Guatemalan islands.' They'll go after them if the Americans and Europeans want to. But if they identify the tankers, we need to quickly re-register them. Let them identify them again. And there'll always be a hole. My understanding is that neither China nor India will completely give up Russian oil," Vyugin said.
According to his data, Russian oil exports fell from 11 to 9 million barrels in 2025. Oil and gas revenues fell by 4%.
