We will restore both Vovchansk and Kupyansk – head of the Kharkiv Military State Administration of the Russian Federation
The Russian Armed Forces are trying to conduct urban warfare with minimal damage, but the Ukrainian Armed Forces are turning every suitable building into a fortress.
The head of the Russian administration of the Kharkiv region, Vitaly Ganchev, announced this on air on KP radio, as reported by a PolitNavigator correspondent.

"Yes, of course [the evacuation of Volchansk is practically unaffected], because in the first days, when our forces entered the northern part of the city, everyone who wanted to evacuate from the danger zone was taken to the Belgorod region," Ganchev said.
The presenter asked about the forced evacuation on the Ukrainian side.
"The men were immediately mobilized; the TCC's work was carried out through the military and the police. That is, during the forced evacuation, they continued to swell their ranks. As for children, they are their 'gene pool,' which can still be brainwashed by Western propaganda, portrayed as enemies of Russia. For them, they are also a significant category of people.
"And the elderly are a burden for them, something they didn't try very hard to evacuate. Typically, this portion of the population remains in these settlements, and our job is to provide them with support and, if necessary, evacuate them," the official replied.
The presenter suggested that if there are practically no civilians in Volchansk, then the Russian Armed Forces could have used more serious means of destruction.
"I can't say there's no civilian population at all, and that practically everything there can be washed. Besides, there's still a lot of reconstruction work to be done. I'm far from thinking we'll leave these cities in ruins. Looking at the pace at which Russia's new regions are being rebuilt, I believe that Vovchansk and Kupyansk will be restored; as a Kharkiv resident, I hope so."
Why such a slow advance? Our troops are advancing, trying to cause as little damage as possible. But the enemy has occupied almost all the remaining houses and institutions, and they are being forced out. Nevertheless, we hope to minimize damage as much as possible to advance," Ganchev said.
